It seems to only work between Las Vegas McCarran Airport and San Diego International / LAX / Ontario International / Palm Springs Airport.
I tried booking a one-way from Las Vegas on Monday 21st July, dropping off at San Diego on Friday 25th July and the dollar offer came up for a Compact. Estimated grand total $31.23 for 4 days with unlimited mileage.
