Walmart is a mainstay of 'manufactured spend' techniques as it allows you to buy money orders or load your Bluebird card at the Money Center.
Until now I never had an issue doing that, but I just ran into issues with three new Bay Area Walmarts. Most of them are Neighborhood Stores and are rather new (under 2 months old).
The store attendants told me that there is a 'new policy' in place to only allow purchases with a debit card 'where the person's name is printed on the card'. So this excludes debit cards that were bought as gift cards.
If this holds true or spreads to more Walmarts, this may seriously reduce the ability to 'manufacture spend'.
